My Clients and Projects
Aqua Intel Aotearoa
I am Programme Director of a 5 year programme that will improve knowledge of water availability in New Zealand. This is a joint venture between MBIE (Kanoa) and GNS Science, to enhance regional decision making about water use. The programme includes 10 projects across 4 regions.
Through the programme I lead a multi-disciplinary team involving scientists, project management, community engagement, public communications and local water experts. I co-lead the programme delivery with GNS Science and work with our programme manager to oversee the programme, reporting to a Steering Committee. I prepare briefings for Ministers and government agencies.
I lead Aqua Intel Aotearoa’s engagement with councils and iwi on water priorities and community engagement. This has involved development of a data governance approach to address Maori concerns about data sovereignty.

Te Tai Tokerau Resilience Action Plan
I led the team that developed Northland’s Resilience Action Plan, identifying the actions that would lift community resilience to natural hazard events. The project brought together community engagement and planning specialists over a four month period.
Our team engaged directly with remote communities, reviewed existing plans and strategies across the region and worked with infrastructure providers and social service providers.
A key focus of the Plan was on strengthening the self-sufficiency of remote communities during and after events. We developed the framework below to reflect the key aspects of community self-sufficiency, which informed the priorities in the Plan.
The Plan has been endorsed by Northland's Cyclone Recovery Governance Group. From the Plan, I developed advice to the Lead Minister of Northland Recovery on priorities for investment, with a first investment announced a month later.
What people say
"After more than 2 years working closely with Jane on the Aqua Intel Aotearoa project I have found her a pleasure to work with, consistently demonstrating strong relationship development while pushing for delivery and focus for projects she is involved in.
Ben Pasco (Tetra Tech Coffey), Project Manager
Aqua Intel Aotearoa
"Jane was very easy to work with, communicating regularly and highlighting early any risks to the project delivery. She provided strong leadership to her team, coordinating the project work programme to meet the tight delivery timelines as well as building in the flexibility to adapt the project approach as direction for the project changed. Jane and the team delivered a quality product on budget and on time. It was reassuring to have such a competent project lead run this high profile project."

Te Pae Roa
I provide senior level support to Te Pae Roa, a Māori social enterprise organisation committed to uplifting Māori in Northland.
Engagement with the Crown: working with the Te Pae Roa team, I prepared a report to the Associate Minister for Māori Development that reviewed progress on Wai 262 and set out a 2 year work programme. I provided guidance and support in preparing a Budget bid, which resulted in $27.6m of Crown funding.
Economic and investment advice: I developed an economic rationale for Te Pae Roa to use during funding discussions with government agencies. I provided advice on investment strategy and process design during the due diligence phase of a financial joint venture.
Organisational strategy: I provided resourcing and planning advice to senior leadership, to support their determination of Te Pae Roa’s organisational priorities.

Te Uru Rakau
Ministry of Primary Industries
I worked with Te Uru Rakau (the New Zealand Forestry Service) over a four month period to develop a Benefits Realisation Plan. This Plan will measure the impact of investment in research into carbon capture by forests.
Working with the team, I facilitated workshop discussions on the outputs, outcomes and benefits of the programme with researchers, policy analysts and comms advisers and developed a proposed Plan. I presented the Plan to senior managers. Once the final Plan documentation had been prepared by the team, I provided external peer review.
